Namig Aliyev was born in 1977 in Baku. He is a graduate of Baku State University. During his student years, he worked on a number of periodical publications. In 1999-2000 he worked in the Republican Scientific and Technical Library and in 2001-2003 in the Main Department of Cultural Education of the Ministry of Culture of the Republic of Azerbaijan as a leading specialist. As of 2004, he worked as a correspondent, leading correspondent, assistant editor, editor at the Free Azerbaijan Broadcasting Company "Azad Azərbaycan".

He started working in the Communication Department of the Central Bank of the Republic of Azerbaijan in May 2010. Since July 2011, he has been the Head of the Public Relations Division of aforementioned department. He is the presenter of "Economic News" program  at Azerbaijan Television and Radio Broadcasting Closed Joint-Stock Company (AZTV).

In 1992 he was admitted to the Azerbaijan State Economic University with the largest score and graduated from high school in 1997 and received his second higher education in the Journalism profession of the Georgian Institute of Public Relations in 2004. In 2009, he defended his PhD in economics and in 2017 he defended his doctorate in economics.

Zakir Nuriyev started his labour activity as Leading Accountant at the “Control and Inspection” department of the Ministry of Communications, Azerbaijan Republic in 1981.

 Zakir Nuriyev did his military service during 1981-1983. He worked in the capacity of Accountant – Inspector, Chief Inspector and Deputy Chief Accountant at the “Control and Inspection” department of the Ministry of Communications, Azerbaijan Republic from July, 1983 until January, 1989 after having served in the military.

 He was appointed to the post of Manager of the “Control and Accounting” division at “Regional Communication” Production Association of the Ministry of Communications, Azerbaijan Republic in 1989. Zakir Nuriyev worked in the capacity of Chairman of the Management Board at “Rabitabank” Joint-Stock Commercial Bank during 1993-1998 and has been acting as Chairman of the Supervisory Board at “Rabitabank” Open Joint-Stock Company since 1998 up to date. He was elected President of the Azerbaijan Banks Association in 1996 and worked in that capacity until 2006. He has been member of the Presidium at Azerbaijan Banks Association from 2006 till 2015. He was re-elected President of Azerbaijan Banks Association in 2015.

He graduated from the Academy of Public Administration under the President of the Republic of Azerbaijan with Bachelor's degree (Public Administration) with honors (1998-2002) and received a Master's degree (Public Administration) with honors (2002-2004).

Nurlan joined Visa in 2013 bringing 9 years of experience in banking, marketing, business development and payment cards to the team. Prior to joining Visa, he was Head of Payment Cards at DemirBank (Azerbaijan), responsible for acquiring payment products, payment card risk and digital channel development. Prior to joining DemirBank, Nurlan worked at UniBank, where he was in charge of marketing and business development.

Since 2022, Nurlan Hajiyev has been appointed to the position of Senior Director, Regional Manager in Azerbaijan, based in Baku.

In this role, Nurlan continued his work on business development in Azerbaijan, ensuring local team’s integration and alignment. With nine years’ experience at Visa, Nurlan initially joined as business development manager being a single representative of Visa in Azerbaijan for 6 years, contributing to the team's recent growth. Throughout this time, Nurlan has been a valuable member of the Visa CISSEE team, building strong client relationships, driving business development, strategy and its implementation in the market. I started my professional career focusing on digital banking and have accumulated fifteen years of experience in this field, including four years in Turkey, ten years in Italy, and one year in Kuwait. Prior to my role in Azerbaijan, I have also held various positions in the digital banking sector. I continue to passionately develop innovative solutions and guide digital transformation in this dynamic intersection of technology and finance. Over these four years, we have also implemented major projects such as the development of Corporate Internet Banking, enabling customers to purchase banking products without visiting branches, establishing loyalty programs based on card usage directly on customers, international money transfers, first AI implementations, real-time data analysis, and open banking.

Oleg Kucherov graduated from the Kiev National Economic University with a degree in Banking in 2003.

Akın Adıyaman is a seasoned professional renowned for his expertise and leadership in the finance sector, particularly in digital transformation and customer service management. Binur is a CEO of National payment corporation of Kazakhstan (NPCK) which conducts interbank payments, clearing and money transfers, ensures national payment systems’ functioning in Kazakhstan and is one of the leading FinTech R&D companies in Central Asia and Caucasus region. His research focus is concentrated around payment innovation and AI/ML applications for macroeconomic modelling. He is leading a Digital Tenge project in the Republic of Kazakhstan as well as number of other initiatives related to national payment systems and digital financial infrastructure (Digital ID, Open API, Suptech and Econtech projects etc.). Binur co-authored and co-led the development of strategic documents for FinTech and National Payment System development in the Republic of Kazakhstan. Mr. Ramil Mahmudov is a Chief of the National payment system development division at Central Bank of Azerbaijan Republic. He is responsible for development of cashless payments in Azerbaijan and for regulating its activities in accordance with the legislation. He is an experienced professional in payment systems, electronic banking, mobile banking, card business, e-money, e-payments and retail banking. As an co-author of several regulations and recommendations for banks and other stakeholders, he also familiar with regulations, recommendations and experience of ECB, EU, CIS, BIS about payments systems ecosystem and payment instruments and also with risk management, fraud management, chargeback procedures of Visa and Master Card.

Mr. Mahmudov holds Master’s degree in Banking and Finance from Luxembourg School of Finance, University of Luxembourg and Master’s degree in Finance from Azerbaijan State Economic University. He received Certificate on “Management Development Program” from Azerbaijan Diplomatic Academy in 2014 and Executive education Certificate from New York University Stern School of Business in 2015. Born in 1976 in Ankara. His grandfather is from Salyan Azerbaijan and he is very proud of his Azerbaijan roots. He graduated from T.E.D. Ankara College in 1994 and from Gazi University, Faculty of Economics, Department of Economics in 1999. He started his career at Şekerbank T.A.Ş. Board of Audit in 2000. Until 2010, he worked as Assistant Auditor, Authorized Assistant Auditor and Auditor respectively. During his tenure at the Board of Audit, he took part in many of the Bank's digital transformation projects both as a team member and team leader, and also led the Bank's Information Systems Audit team between 2006 and 2008.

Between 2010 and 2012, he worked at Şekerbank Software and Project Management Directorate with the title of Business Analyst Manager. In 2012, he started his career at Şeker Bilişim San. A.Ş. as Business Architecture Manager. Between 2015 and 2018, he worked as Business Architecture and Product Management Manager at Cybersoft. During his tenure at Cybersoft, he led the software transformation processes of an Azerbaijan-based bank.

In 2019, he participated in the reorganization of Türk Ticaret Bankası A.Ş. as the Head of the Audit Board and was promoted to the position of Assistant General Manager at the same Bank in 2021.

Özlem Kahramaner graduated from the Department of Mechanical Engineering at Karadeniz Technical University and then completed her undergraduate and graduate studies in business administration at Universidad Empresarial de Costa Rica. Married and a mother of two, Özlem Kahramaner initially worked as a sales and marketing manager at Teba Inc. for 5 years after her education. She then worked as a sales director for international brands such as Daikin and Mitsubishi within Sanko Holding. In 2015, she founded ArkSigner Software and Hardware Industry Trade Inc. with her exceptional knowledge and expertise, becoming a pioneer in the sector.

Teymur Aghakishiyev is a Deputy Chief Executive Officer at “Expressbank”. He has 16 years of experience in banking sector and has enjoyed many executive positions throughout his career in product development and management, product sales, strategy, digital payments, payments and cards infrastructure, treasury, settlements and cash management.

Farid has over 18 years of experience in Digitalization and Business Transformation. Farid started his career as a Software Developer subsequently held Senior positions in Executive roles in global technology companies (Robertson & Blums, Softline, PwC, SAP) with focus on Business Applications. Yasin Erol borned in Bilecik / Turkiye in 1978. He continued his primary and secondary school in Kütahya and Sakarya. He completed his undergraduate education at Sakarya University, Department of International Relations, with his thesis on "Continental Shelves in International Waters".

Between 2003 and 2013, he worked as branch manager, import-export manager, finance manager and general manager in various sectors in the United Kingdom.

In addition to his work experiences, also in the United Kingdom; he carried out research and studies within the scope of the Technology Transfer Office and university-industry collaborations.

In 2013 and 2014; He started as Deputy General Manager in Istanbul Technical University Arı Science Park and simultaneously as General Coordinator at İTÜNOVA Technology Transfer Office.

He served as the General Manager of Istanbul University and Istanbul University Cerrahpaşa Science Park between 2015 and 2022.

In 2022, he became the General Manager of the Finance Office of the Presidency of the Republic of Turkiye, Istanbul Finance and Technology Base Science Park, and he still continues this duty. He speaks advanced English and Arabic.

Otabek Nasirov is a Co-founder and Partner at SBO Insights, actively shaping the landscape of fintech in Uzbekistan. He serves as a vital member of both the expert council of the Fintech Association and Cyber Park, while also contributing his expertise to the working groups of the Council of Foreign Investors under the President of the Republic of Uzbekistan. In recent years, Otabek held the esteemed position of Deputy Chairman of the Fintech Association of Uzbekistan, playing a pivotal role in fostering the growth and development of the fintech ecosystem within the country.

He actively participates in the development of the fintech community of Uzbekistan, regulatory sandboxes and local legislation of the fintech industry, including education on blockchain technology, convergence technologies such as AI, digital assets and others.

Sinem Cantürk has started her career in Yapı Kredi Bank at 1996 and spent ten years in variety of roles as application development team leader, application architect and project manager. She has joined KPMG at 2006. Doctorate of the Economic Reforms Research Institute under the the Ministry of Economy of the Republic of Azerbaijan Rustamov Tamerlan has worked in the field of development and control of payment systems at the Central Bank of the Republic of Azerbaijan and the Financial Market Supervisory Authority in different years.

Currently, he is Deputy Director of Payment Systems Department of Bank of Baku OJSC. He is also the head of the Expert Group on Payment Systems and Digital Banking at the Azerbaijan Banks Association, and the project manager at the Azerbaijan Fintex Association.

He is the author of more than 10 scientific articles and many publicist articles in the field of digital transformation and digital payments.

Aydin Gurbanli He was born on August 11, 1999, in Baku city. From 2016 to 2021, he studied for a bachelor's degree in Information Technology at the Faculty of Engineering of Baku Engineering University. He has been working in the field of Information Security for 5 years. Since 2022, he has been working as the Deputy Director of Information Security at Cyber Point LLC.

His professional journey has steered him towards developing as a risk analyst. Currently, he holds the position of Senior Fraud Analyst in the Digital Fraud Management division at PASHA Bank OJSC. He possesses strong skills in card operations management, data analytics, and fraud risk analysis. Since 2017, he has been actively worked in various roles in payment services in different financial institutions, including Rabitabank OJSC, the Financial Markets Supervisory Authority, and the Central Bank of the Republic of Azerbaijan. Dr. Fuad Aliyev is the International Cooperation Director at the Financial Monitoring Service of the Republic of Azerbaijan and has worked at the FIU since 2011 and Chair of the Membership, Support, and Compliance Working Group (MSCWG) and Egmont Committee member since 2023. He is also Chair of Other Financial Institutions’ sub-working groups under the inter-agency NRA Working Group in Azerbaijan. Dr. Aliyev has been a certified Council of Europe MONEYVAL Committee AML/CFT evaluator since 2016, a certified FATF-TREIN trainer since 2022, and passed CAMS anti-money laundering specialist certification in 2013. In addition, he was a MONEYVAL evaluator of IO1 & IO2 for North Macedonia in 2022 and 2023 and a FATF ICRG lead reviewer of IO8 for the Bulgaria POPR and Albania action plan, IO4 for the Malta POPR in 2021, and IO3 & IO6 for the Isle of Man POPR. Dr. Aliyev contributed on behalf of MONEYVAL as an external reviewer of the draft EAG MER of Tajikistan in 2018 and was a MONEYVAL expert at the FATF Policy Development Group meeting in May 2019. Dr. Aliyev has a Ph.D. in Economics and was a Fulbright Scholar of Johns Hopkins University School of Advanced International Studies (USA) and a US Department of State Hubert Humphrey Fellow in Public Policy at the University of North Carolina – Chapel Hill.

The Deputy Chairman of the Executive Board Born in Baku in 1985.
By the Order of the President of the Republic of Azerbaijan No. 3930 dated June 22, 2023, appointed as The Deputy Chairman of the Executive Board of the Financial Monitoring Service of the Republic of Azerbaijan. Started his career in 2006 as a lawyer in the Azerbaijan Lawyers Association, since 2008 worked as a court supervisor in the Ministry of Justice of the Republic of Azerbaijan.

Throughout his career, he worked as a senior legal advisor in the Financial Monitoring Service under Central Bank of the Republic of Azerbaijan, served as the head of the Legal sector in the Financial Monitoring Service of the Financial Markets Supervision Authority.  In 2018-2023, acted as the director of the Legal Department at the Financial Monitoring Service of the Republic of Azerbaijan. He holds a Master’s degree in commercial law from Baku State University.

Nurlan Babayev is an attorney at law specialized in finance and corporate law. He has an LL.M degree from Chicago-Kent College of Law. Mr. Babayev started his career at the Head department of legislation of Ministry of Justice where he participated in drafting several large-scale legislative projects, including the Migration Code and the Housing Code.

Later Nurlan Babayev joined to the Financial Monitoring Service under Central Bank as the Head of legal division. Mr. Babayev has 15 years of experience in the field of combating money laundering and terrorist financing (AML / CFT).

Later Nurlan Babayev worked as the Head of Legal Unit of the Financial Markets Supervisory Chamber since its establishment. During his tenure, he participated in the institutionalization of the organization and reforms in banking legislation, as well as participate in several major projects, such as the resolution of banks, collective restructuring of non-performing loans of banks and the restructuring of liabilities of the International Bank of Azerbaijan. Currently Mr. Babayev holds the position of Head of department of Financial Monitoring Service.

Igor Nebyvaev is an independent Strategic Advisor on financial integrity and compliance with over 20 years of experience in the area of anti-money laundering and combating the financing of terrorism (AML/CFT). Throughout his career he served in leading roles in international organizations, including as the Executive Secretary of two FATF-style regional bodies – the Eurasian Group (EAG) and MONEYVAL. He also led the Council of Europe Economic Crime and Cooperation Division, with responsibilities for managing technical assistance programmes in the areas of AML/CFT and anti-corruption. He currently provides services to various United Nations agencies, private sector entities and interested governments. He holds a Master’s degree in political science from the Moscow State University, and an Advanced Studies certificate in the field of compliance from the Fribourg University Faculty of Law.

Alexandra Bobylkova, Anti-Money Laundering/Counter Terrorism Financing Advisor in the United Nations Office on Drugs and Crime. Main portfolios include capacity building for Financial Intelligence Units, technology and innovation in AML/CFT, disruption of professional money laundering networks and criminal use of virtual assets. 15 years of experience in the AML/CFT area.  

Almaz Musayeva was born on November 23, 1987. 

 From 2004 until 2008, she studied a bachelor's degree in the profession of state regulation of the economy at the Azerbaijan  State University of Economics. From 2008 until 2010, she studied a master's degree in the profession of state regulation of the economy at the Azerbaijan State  University of Economics. From 2010 until 2011, Almaz Musayeva studied DipIFR at ACCA. In 2022-2023, Almaz Musayeva studied Computer Science for Lawyers at Harvard Law School Executive   

Career In 2010-2016, she worked as a Senior Financial Analyst at The FMS under the Central Bank of the Republic of Azerbaijan. In 2016-2017, she worked as a Senior Financial Analyst at the Financial Market Supervisory Authority. In 2017-2019, Almaz Musayeva performed the position of risk compliance manager at Kapital Bank OJSC. In 2019-2023 , she was the head of Compliance Risk Management . In 2021, she was elected as a member of the Board of Directors of ACAMS Eurasia Chapter. From January to October 2023, she was the acting director of the Compliance department. From November 2023 until now, Almaz Musayeva is the director of the Compliance department at Kapital Bank OJSC. For the last 12 years Almaz has worked in the finance industry developing AML/CFT and compliance functions for public and state  organizations. She is a highly qualified Risk, Compliance, AML/CFT professional with extensive knowledge of the theory and  application of Systems, Compliance and AML/CFT procedures. She has worked as a Senior Financial Analyst for 8 years at the  Financial Intelligence Unit of the Republic of Azerbaijan.
