Anar Karimov graduated from Baku State University, Faculty of International Law (1998-2002), received Master's degree in same University (Diploma with honours). He also owns bachelor's degree from Azerbaijan State Economic University (faculty “Finance and Credit”, 2005-2007).

Anar Karimov started his professional career in 2002 as a lawyer in the Ministry of Economic Development of Azerbaijan Republic. He worked as a leading specialist at the Department of International Relations in the State Agency on Standardization, Metrology and Patents of Azerbaijan Republic (2002-2004); Legal Counsel in Azer-Turk Bank (2004); Senior Credit Analyst in Birlik Bank (2004-2006); and Head of Legal Department in “Sumgait Elektrik Shebeke” (2006-2007).

In 2011, Mr. Karimov was honored with the ATTF (Agence de Transfert de Technologie Financière, Luxemburg) Professional Certificate of Competency in the Field of Compliance.

During the period of 2007-2011, Anar Kerimov held the position of the manager of legal division, 2011-2018 he held the position of the Compliance Department Director in PASHA Bank,  since 2018 he is the Director of Legal & Compliance Department in PASHA Bank. In 2015, A. Kerimov was selected as a Chairman of “AML & Compliance” Expert Committee of Azerbaijan Banking Association.

Was born in 1980 in Baku. Azerbaijani. Has received high education. Earned his Bachelor’s Diploma in Finance and Credit from Azerbaijan State Economy University in 2000. Holds master’s degree in Banking and Insurance from Marmara University, Turkey.From October 2004 to October 2005, he completed his mandatory military service. Started his career as accountant in Operation Department of Commercial Bank Mugan. In 2004, he worked as a loan officer in Project Finance in Commercial Bank Unibank.

From January 2006 to May 2014, he held different positions in Central Bank of the Republic of Azerbaijan, and in February 2010 he was promoted to the position of Head of Financial Sector Research Division of Research and Development Centre in Central Bank of the Republic of Azerbaijan.

From May 2014 to April 2016, he worked as a Head of Strategic Development Department in the OJSC DemirBank.

In April 2016 he was appointed to the position of Deputy CEO - Director of Strategic Services Department of Financial Market Supervisory Authority of the Republic of Azerbaijan.

He is FRM II Candidate and author of number of scientific publications.

Axel Summer started his career in 1996 in RZB Austria as Correspondent Banker for the Asia/Pacific region. Since 1998 he was Account Manager in charge for Financial Institutions in the Middle East and Africa and became Head of Financial Institutions and Sovereigns for Western Europe and US in 2001. 

In 2006, he became Head of Global Financial Institutions in now Raiffeisen Bank International. In his current role, he is responsible for the business strategy of the  RBI Group towards Financial Institutions and Sovereigns. Since 2010, he is member of the European Board of BAFT-IFSA (The Bankers’ Association for Finance and Trade).

Ayaz Chaparli has started working at the Center for Analysis of Economic Reforms and Communication as a macroeconomic analyst in May 2016. In addition to authoring a number of economic reports, he also executed the role of the coordinator of the financial services sector to facilitate public-private dialogue during the preparation of the Strategic Road Map on the development financial services sector.

Moreover, Ayaz played an active role in the preparation of Strategic Road Maps on “National economy perspectives” and “Development of financial services in the Republic of Azerbaijan”. In October 2017, Ayaz Chaparli was promoted to the head of Economic Analysis and Analytical Information Department position. Previously,in 2009-2014 years, he has worked at various positions at the Banking Supervision Department of the Central Bank of Azerbaijan and Investment Department of State Oil Fund of Azerbaijan Republic. He acquired undergraduate degree from Azerbaijan State Economic University and holds an International MBA degree from IE Business School.

Mr. Javanshir Abdullayev graduated from faculty of Finance & Credit of the Azerbaijan State Economic Institute in 1982 with honors. He has 6 months study of strategic management, HR management, risk management and others management issues in 10 leading European banks and businesses.

His career began in 1982 as Credit Specialist in one of branches of USSR State bank and he was promoted up to leading auditor of controlling department of USS State Bank.

After becoming of Azerbaijan as independent country  in 1991 he was the Chairman of Management Board of one of the first private bank “Azinvestbank”. Later he became Chairman of Management Board largest State controlled Agro-Industrial Bank.

In 1992-1993 he was Governor of Central Bank of Azerbaijan.

From the first days of establishment of Azerbaijan Bank Training Centre in 2000 Mr. J. Abdullayev was appointed the Director. In short period of time he could establish the Centre, created highly qualified team and together with his team made Centre fully self sustainable and leading training provider of Azerbaijan.

Since ABTC’s establishment than 100 consulting projects, created close partnership with 10 international institutions which involved Centre in 30 international projects, personally conducted more than 200 trainings on strategic planning, HR management, organization of efficient business processes, risk management, as well as soft skills topics.

In 2010 graduated from the Russian State Technological University named after K.E. Tsiolkovsky, chair of Information Systems and Technologies (nanotechnology). Over 10 years he worked with key clients of IT companies. In 2015, he was appointed to the position of Head of Key Account Management in the company CloudDC.

Current position: Head of Key Account Management of RDTEX, area of responsibility: Financial Solutions Center, one of the key focuses of company activities.

Mr. Solovyev is a regular participant of many specialized banking conferences and forums held in Russia and CIS countries. He frequently speaks on the effective use of information technology in financial companies, highlighting the problems of choosing software and building the clear relationship between solution providers and business.

Emil Garayev is a Director in Tax & Legal Department of Deloitte. He joined Deloitte in 2006. Emil has an experience of eleven years in advising local and multinational companies on direct, indirect and individual tax issues. He is specialized in providing tax assistance to clients in financial services industry

Emil led high number of audit and tax due diligence projects and performed a large number of tax reviews. He has been on a half year secondment in International Tax team of Deloitte based in London. He holds a bachelor and master degrees in Law .

Throughout professional career. Emil Garayev has had immense contribution to FATCA implementation projects in more than ten financial institutions in the Republic of Azerbaijan and Georgia. The said projects enabled him to align cooperation of local specialists with other Deloitte member firms. Moreover, he was also engaged in projects with number of leading banks of Azerbaijan on building the methodological framework and enhancement of infrastructure of anti-money laundering and counter terrorism financing measures.

Emre Kuzlu, co-founder of I-AM Istanbul , is a senior architect and graduate of the Middle East Technical University(METU) in Ankara. Emre’s understanding of architectural design was honed through success in architectural competitions after graduating in 2001. After enjoying considerable eraly success, creating a variety of high profile architecture and interior design projects, in 2008 he met the I-AM team from London and co-founded I-AM Istanbul upon the design principles of 360º customer experience. Some remarkable projects have since been completed using the I AM methodology.

HakanTatlici holds more than 10 years of experience in the payment and telecommunication industries with special focus on product management, new business development and account management. Before joining Mastercard, he had variety of roles in industrial automation industry, Avea and Turkcell. He has been working for Mastercard as Business Development Director since 2014. 

Hakan holds a BS degree in Electronic Engineering from Kadir Has University, and MS Degree in Mechatronic Engineering from the Marmara University. He also likes rowing, motorbike riding and exploring different culinary cultures. He is a father of one.

Konstantin Ivanov is Regional Director at FICO TONBELLER and responsible for establishing the company’s presence and sales in the Baltics, CIS, Georgia, Scandinavian and Polish markets.

Before joining FICO TONBELLER, he served in different management positions at world-leading enterprises in the IT industry, including Software AG and IDS Scheer AG. Konstantin holds a master degree in computer science and a diploma in general management.

Christoph Franzen is CEO of Trüb Trading (International) Ltd (TTIAG), a Swiss company specialized in delivering secure identification systems and solutions to governments and the financial community. Most notably , TTIAG is the contractual partner delivering the new Azerbaijan ePassport and the forthcoming Azerbaijan national eID system.

Chris toph Franzen has served as CEO and Chairman of high-technology companies before joining Trüb to expand its systems and solution business. One of these companies also built real-time financial transaction systems for governments and large municipalities across the globe.

Mr. Mahammad Mammadov graduated with honors from the Faculty of International Economic Relations of Istanbul University of Turkey in 2001 and from Master of Arts in Banking of Banking and Insurance Institute of Marmara University of Turkey in 2004.

His career began in 2003 as credit specialist in Para Bank. From 2005 to 2006, he worked as a leading accountant in Sabail branch no 2 of Kapital Bank. From 2006 to 2009 he worked as a leading specialist and chief specialist at the newly created  Plastic Cards and Riteyl Department of Kapital Bank. He has been working as a head of division of Kapital Bank’s  Riteyl Department in 2009-2011 and has been promoted tp position of Deputy Director of this department in 2011.

He continued his career in 2013 as Deputy Director of the Alternative Distribution Channels Department, newly created in Yapi Kredi Azerbaijan. He has been promoted to position of Director of Alternative Distribution Channels Department in 2015 and is currently continuing his career in Yapi Kredi Bank Azerbaijan/

Mr. Mahammad Mammadov is the Chairman of the Expert Group on Paymetn Systems and AlternativeDistribution Channels ,established in 2016 under the Azerbaijan Banks Association. He active participates in discussions of the current situation in the banking system,problems faced by banks and other related issues related to card payment systems, alternative  distribution channels (Internet Banking, Mobile Banking, ATM, Call Center, etc.) payment systems security and other non –cash payments within the expert group as well as styding innovative approaches of foreign experience, advanced, countries, as well as making substantiated proposals for relevant agencies, developing legal and regulatory framworks and standarts and other similiar activities.

Michael Haussner was born in Augsburg , Germany. He dtudied law at the University at Munich. After graduation and legal traineeship he did the bar exam and stayed as a junior –lecturer for half a year at the Kyushu –University , Japan.

Retruning he started his career 1983 as a prosecutor in Bavaria. He specialized on white collar crime.After  being lecturer at the Judical Training Institute he was appointed in 1991 judge at the local court of Munich. Due to the unification of the two German states he was seconded in 1996 for three years to the Thuringian judiciary as prosecutor , later on as judicial official at the newly established Ministry of Justice.

Ending the secondment he was appointed Prosecutor General in Thuringia and 2007 Secretary of State at the Thuringian Ministry of Justice.

He was temporarily retired in 2009.

From 2011to 2013 Haussner was consultant to the Minister of Justice of Croatia dealing with judicial reform and the negotiations on Croatia’s EU-accession Croatia joined the European Union mid of 2013. From the end of 2013 to the end of 2016 Haussner worked as a consultant to the Minister of Justice of Montenegro, dealing with the same topics as in Croatia.

Since 2013 Haussner is Ombudsman off the German Savings Banks Finance Group, Berlin.

Mushvig Bayramov Bunyad is a graduate of Azerbaijan University of Economics. In 2003 , while in University of Oklahoma he completed research study program on Energy markets. He is currently holds a PhD. In Economics. He launched his career in Azerbaijan State Oil Company.

Later, he worked as a research fellow in the Azerbaijani Institute of Economics. Since 2003,MR, Mushvig Bayramov has been employed in the State Oil Fund. He was honoured “Taraggi” medal for his contributions to the development of the State Oil Fund.

Head of Legal division of the Financial Markets Supervisory Authority Nurlan Babayev is an expert on financial law and international law.

Nurlan Babayev has a master degree on Law and bachelor diploma on finance and credit.

Nurlan Babayev has an experience almost 10 years on legal drafting. First he started his activity at the Head deparmetn of legislation and had been engaged in development of number of legislative acts during 3 years.

He is also certified evaluator of Council of Europe and member of American Anti-Money Laundering expert association (ACAMS). He actively participated on building of AML/CFT system in Azerbaijan as well as implementation of international standarts in this field during 6 years as a Head of Legal deparment of Financial Monitoring Service under Central Bank.

Nurlan Babayev was also member of Azerbaijan delegation at the MONEYVAL Committee of Council of Europe during 2011-2016 years and participated in  number of evaluations of AML/ CFT systems of member countries.

Gorkhmaz Aghayev graduated from Baku State University Law Faculty in 2001 and received a Master's degree in Civil and Commercial Law and PhD in Finance, Information Law and Administrative Law. In the same year he taught civil law, trade law, tax law and labor law at the Academy of Public Administration under the President of the Republic of Azerbaijan.

In 2004-2005 he worked at AtaConsulting as a lawyer at the Department of Legal Affairs, and in 2005 he was the head of that department. He worked in various positions at Bank of Baku OJSC as a leading specialist in Corporate law, head of Corporate law department and director of Legal Department in 2005-2011.

In 2011-2013 he worked as a managing partner at CLC law company, in 2013-2017 he served as a legal advisor to the Chairman of the Board of Directors at Ata Bank OJSC and a member of the Risk Management Committee.

He became member of the Supervisory Board of Caspian Development Bank in 2015-2016 and Bank VTB (Azerbaijan) OJSC in 2016-2018.

Since 2013, he has been an administrator at Medlex law company. Mr. Aghayev is also a Director of the Legal Department of Ata Holding, a legal advisor at Azerbaijan Global Investments company and a member of the Supervisory Board of Nova Bank of the Republic of Montenegro.

Gorkhmaz Aghayev is the legal adviser of Portonovi resort & spa, which is the largest project of Azerbaijan in the non-oil sector outside of the country.  He is a member of the Azerbaijan Bar Association, Member of the Board of the Association of Risk Professionals of Azerbaijan and Chairman of the Legal Expert Group under the Azerbaijan Banks Association.

Roger is licensed in history,law and finance, and holds an MBA from Grenoble Graduate School of Business. He is member of the Moldovan Bar Association , member of the Board of Directors of the American Chamber of Commerce in Moldova(AmCham) and President of the AmCham International ArbitrationCourt (CACIC).

Roger has been involved in major legal refomr projects in Moldova, including the reform of the secured lending, financial sector regulation and supervision , leasing and insolvency. As corporate governance expert, he represented Moldova in the OECD/EBRD Corporate Governance Roundtable in Eurasia (2007-2008), co –authoring the Corporate Governance Policy Brief.

As part of Gladei & Partners team , Roger has coordinated the development  of business protection and guidance tools, such as https://controale.gov.md/–online web platform helping business in innnteeeractions with state control bodies, and the Legal Pocket Guide for the ICT Industry.

As visiting professor to the National Institute of Justice, he is training judges and future judges on banking and financial dsiputes.

Shaig Adigozalov  currently work as the Director of Economic Analysis Department at the Central Bank of the Republic of Azerbaijan. He leads diagnostics, forecasting, and analysis of the global economic processes and macroeconomic environment in the country . The established diagnostig system acts  as a support to the formation of the analytical base for directions of macroeconomic  and monetary policies.

Sh. Adigozalov started his career in 2002  as a researcher at the Institute of Economy of the Azerbaijan  National Academy of Sciences (ANAS). In 2004 he worked in various positions at the Institute for Scientific Research on Economic Reforms under the Ministry of Economy of Azerbaijan Republic.  Since 2005 he has worked in various positions at the Monetary Policy Department and the Research and Development Center of the Central Bank of Azerbaijan Republic. He is the author of more than 30 articles published in leading domestic  and foreign scientific journals. Macro and monetary economics, development finance, macroeconomic modeling and other topics are Sh. Adigozalov ‘s main research interest.

At the moment Sh. Adigozalov is participating in the research of Dynamic Stochastic General Equilibrium and Bayesian inflation forecasting models, as well as the macroeconomic effects of the monetary transmission mechanisms. He has delivered speeches on these research topics in various seminars and conferences organized by different foreign central banks.

During 2001-2005 Sh. Adigozalov studied his doctor of philosophy degree at the Institute of Economy of the Anas. He holds a PhD in Economics since 2005. During 2010-2011 he conducted research at the Economic deparment of the Boston  University, USA under Fulbright program.

Tural Mammadov was born in 1986. He graduated from  the Faculty of Law, Khazar University, in 2008. He  started  working  at justice institutions since 2012.

From 2012 to 2016 he worked as executive officer. He has been appointed as Adviser to the Executive Office of the Ministry of Justice of the Republic of Azerbaijan . Tural Mammadov  is working currently at the same head office.

Ugo Bechis is an independent e-Payments & SEPA Adviser to financial Institutions. He has a banking experience in the areas of distribution, securities trading and payments services as a manager Head of Multichannel Distribution, Home Banking, Trading On-line, Corporate and Retail Payments, Cards, Consumer Credit and BankAssurance, following his first experiences in Banking, in Corporate and Trade Finance roles, and as an Auditor in audit and Acquisitions assessment.

He gained his management expertise in commercial, organizational and strategy roles in international and italian banks. He held Board of Directors duties as Chairman of the Board of the European Alliance of Payment Schemes (EAPS), as Chairman of ABI Clearing & Settlement Committee and as a Board Member of IWBank S.p.a., SIA S.p.A, Cartasi S.p.A, Key Client Cards and Solutions S.p.A, Consorzio Bancomat (Debit Card Scheme).

In the last 14 years with Chair roles in European Payment Bodies (EPC, other) he matured a knowledge of payment and banking international & national practices across Europe as well as on institutional, policy, antitrust matters, dealing with the European Commission, the European Central Bank and other Regulatory Institutions. Ugo holds a Doctorate in Economics, Monetary Policy and European Union Affairs from Turin University, and an MBA in Finance and Organisational Behaviour from UCLA Graduate Schoolof Management (University of California Los Angeles). He is a Cavaliere (Knight) al Merito of the Italian Republic.

Khayaladdin Tagiyev studied bachelor degree during 2002-2006 at the Academy of Public Adminstration under the President of the Republic of Azerbaijan, master degree during 2007-2009 at Azerbaijan State University of Economics.

He has been a PhD student on fiscal policy and government finance at the Institute for Scientific Research on Economic Reforms under the Ministry of Economy  of the Republic of Azerbaijan.since 2013. Currently , he is at the last stage of defense of dissertation.

Khayaladdin Tagiyev is a senior specialist at the division of Development and Oversight of the National Payment System of the deparment of Payment Systems and Settlements at the Central Bank of the Republic of Azerbaijan. He worked as a leading specialist in 2008-2015 at the same division.Since 2014 he’s been teaching Business Statistics and Financial Risk Management on MBA program at Azerbaijan State University of Economics.

Khayaladdin Tagiyev has 8 domestic and international scientific articles on payment systems. Also , he has participated on some international seminars and forums on payment systems and settlements.

After graduating from the secondary school he was admitted to the department of “Accounting” at Azerbaijan State Economic University and completed the full course on the speciality of “Economist” in 1981. 

Zakir Nuriyev started his labour activity as Leading Accountant at the “Control and Inspection” department of the Ministry of Communications, Azerbaijan Republic in 1981.

 Zakir Nuriyev did his military service during 1981-1983. He worked in the capacity of Accountant – Inspector, Chief Inspector and Deputy Chief Accountant at the “Control and Inspection” department of the Ministry of Communications, Azerbaijan Republic from July, 1983 until January, 1989 after having served in the military.

 He was appointed to the post of Manager of the “Control and Accounting” division at “Regional Communication” Production Association of the Ministry of Communications, Azerbaijan Republic in 1989. Zakir Nuriyev worked in the capacity of Chairman of the Management Board at “Rabitabank” Joint-Stock Commercial Bank during 1993-1998 and has been acting as Chairman of the Supervisory Board at “Rabitabank” Open Joint-Stock Company since 1998 up to date. He was elected President of the Azerbaijan Banks Association in 1996 and worked in that capacity until 2006. He has been member of the Presidium at Azerbaijan Banks Association from 2006 till 2015. He was re-elected President of Azerbaijan Banks Association in 2015.

Zaur Hajili  has graduated from International Law Faculty of Caucasus University and Baku State University with bachelor and master degrees with honors. He also has studied his second master degree on International Relations at Istanbul University. At the moment he is PhD student at Azerbaijan National Academy of Sciences.

In 2006 Z. Hajili has started his career as expert in Group of combating money laundering and financing of terrorism at Central Bank o the Republic of Azerbaijan , and he was promoted to the position of Leading Expert. In 2009, he continued his career as senior analytic at the Financial Monitoring Service which was founded for combating money laundering and financing of terrorism. From 2016 until present Z. Hajili works as chief department at Financial Monitoring Service of Financial  Market Supervisory Authority of the Republic of Azerbaijan. Zaur Hajili  also conducted trainings on combating money laundering and financing of terrorism. He is author of one book and some articles.

Tamerlan Rustamov is Head of the Payment Systems Oversight Unit at the Financial Market Supervisory Authority of the Republic of Azerbaijan (FİMSA). Currently he is responsible for preparing legislative framework on payment services and payment systems , execution of oversight over payment systems not operated by the Central Bank of Republic of Azerbaijan, regulating the payment cards market. He participates in education programs implemented to raise financial literacy of the population and improvement of skills of specialists from the banking system as well. Before working for the FIMSA he had worked at the Payment Systems and Settlements Department at the Central Bank for about nine years.

The projects, he has been involved in, relate to : (i) development of payment systems and popularization of cashless payments;(ii) improvement of the normative legal base of payment systems and preparation of different legal acts on payments cards, money remittances and interbank settlements; (iii) oversight over the activity of processing organizations etc. He received Master’s degree in finance and credit from the Azerbaijan State University of Economics. He is the author of several scientific papers published in defferent countries about payment services and payment systems.
